In December 1996, I was killing time at Border's Bookstore in Scottsdale, Arizona. In the Reference section, I came across a book entitled "Choose Costa Rica," by John Howells, a respected author on the subject of living overseas. The topic looked interesting, so I also grabbed a copy of "Retiring to Mexico, Costa Rica, and Beyond," by Shelley Emling.
