P.S. A reader wrote this week with a tax question: "The Social Security people told me that if I live outside the States, my Social Security check would be taxed at a rate of 25%. Can I avoid paying this tax?"
An American abroad can't avoid his U.S. tax obligation. But this information from the Social Security Administration may be misleading. For more information, refer to Publication 915, available online at the IRS website: http://www.irs.gov, which explains how and for how much Social Security income is taxed. It is not taxed at a flat 25% rate. Withholding is taken out throughout the year. Then, when you file your U.S. taxes, you figure how much tax you actually owed for the year...and apply for a refund if the amount of withholding exceeded the amount owed.
